First of all, what is WordPress User and User Role?
A user in simple terms is the people who manage the entire or portion of a website. They have access to websites backend and can modify the website.– atvdev
A user role defines permissions for users to perform a group of tasks. In a default WordPress installation, there are some predefined roles with a predefined set of permissions. These roles are Super Admin, Administrator, Editor, Author, Contributor, and Subscriber.
Each role has a certain number of set tasks it is allowed to perform that are known as “capabilities”, like “moderate_comments”, “publish_posts”, “edit_users”, etc.– wpbeginner.com

You should have an up and running WordPress site.
Creating a new post
Login to your WordPress site. (www.yourdomain.com/login)
On the right side of the screen, you will see the navigation drawer. Select the “Users” option.
This is what you should see after clicking the “Users” option.
Click the “Add New” button location on the top left of your screen.
This is what you should see after clicking the “Add New” button. Here you can now add the information of your user.
After filling up the new post. You can now click the “Add New User” button to save and create the new user.
That’s it. Congratulations!, You have created a new user for your website.
